Vintage stereo preamps?

On an old stereo preamp, is the "tape monitor out" a line-level out, or is it a variable output? Thanks.

In nearly all cases, it is a line-level output that is unaffected by a volume control, if present. (The usual intent is to keep changes in listening level from affecting any recording process going on at the same time.)
